How it works
Expresses the superlative — "the most ~" within a group or category. 「（範囲）の中で（X）が一番～」means "Within (group), X is the most ~." の中で sets the scope, and 一番 (literally "number one") marks the highest degree. With a place or time period, で can replace の中で (e.g. 日本で一番).
最上級「もっとも～」を表します。「（範囲）の中で（X）が一番～」で「（範囲）の中でXがもっとも～だ」という意味です。「の中で」が範囲を、「一番」（文字どおり「ナンバーワン」）が最高の程度を示します。場所や期間が範囲のときは「の中で」を「で」に置き換えられます（例：日本で一番）。

Notes
- The item that is "the most" is usually marked with が, not は.「一番～」になるものは普通「は」ではなく「が」で示します。
- For places and time spans, で alone is natural: 「世界で一番」「日本で一番」.場所や期間が範囲のときは「で」だけで自然です：「世界で一番」「日本で一番」。
- In questions, the scope is often asked with 「～の中で何/どれ/だれが一番～ですか」.質問では「～の中で何／どれ／だれが一番～ですか」のように尋ねることが多いです。
