How it works
Used to concede or admit a point and then add a contrasting 'but.' The same word is repeated around は, then が introduces the reservation: '(Sure,) it is X, but...' It softly acknowledges something while raising a counterpoint.
ある事柄をいったん認めたうえで、「しかし」と逆接を加える表現です。同じ語を「は」の前後で繰り返し、「が」で逆の内容を続けます。「確かに〜だが…」という控えめな譲歩を表します。
Formation
Repeat the predicate around は. Verb: 行くことは行くが。い-adj: 高いことは高いが。な-adj: 便利なことは便利だが。Noun: 学生であることは学生だが (less common)。

Notes
- The same word is repeated on both sides of は; only the second one carries tense/politeness.同じ語を「は」の前後で繰り返し、時制や丁寧さは後ろの語に付けます。
- な-adjectives take な before こと and だ/です after は (便利なことは便利だ).な形容詞は前に「な」、後ろに「だ/です」を付けます(便利なことは便利だ)。
- Often interchangeable with 〜ことは〜けど/けれど in casual speech.話し言葉では「〜ことは〜けど(けれど)」とも言えます。
