How it works
Used to state the speaker's opinion, guess, or judgment. The quoted thought before と is in plain form. With the volitional + と思う (行こうと思う), it expresses an intention ('I think I'll...'). In the present tense, 〜と思う normally refers to the speaker's own thought (for others' thoughts use と思っている).
話し手の意見・推測・判断を述べます。「と」の前の引用部分は普通形です。「意志形+と思う」(行こうと思う)で意図「〜しようと思う」を表します。現在形の「〜と思う」は基本的に話し手自身の考えを表します(他人の考えには「と思っている」を使います)。
Formation
普通形 + と思う(NaとNはだ + と思う;意志形 + と思う=意図)(例:高いと思う、便利だと思う、行こうと思う)

Notes
- The clause before と is plain form; nouns and na-adjectives keep だ (便利だと思う).「と」の前は普通形で、名詞・ナ形容詞は「だ」を残します(便利だと思う)。
- Volitional + と思う expresses the speaker's intention (行こうと思う = 'I think I'll go').意志形+と思うは話し手の意図を表します(行こうと思う)。
- For someone else's thought, use 〜と思っている; plain 〜と思う states your own current opinion.他人の考えには「〜と思っている」を使い、「〜と思う」は自分の今の意見を述べます。
